How To Get THIS Background?

This effect looks extremely simple, but I just can't quite put my finger on how its done. So I actually feel foolish even asking this. I'm referring to the lines in the background. The photos are pretty big, so I'm just gonna link them:

Aite yo, MAKE A BACKGROUND! Preferaby black fo easy sake!

NOW! Take yo AIRBRUSH TOOL! and make a BIG ASS ROUD CIRCLE IN DA MIDDLE OF THA PAGE!


AITE MAN! NOW! Cut that shit in half using yur RECTANGULAR MARQUEE TOOL! ERASE THE BOTTOM HALF OF THAT SHIT!

Press CTRL+T or go into FREE TRANSFORM MODE.

HOLD YA SHIFT KEY DOWN AND ROTATE IT SO IT CLICKS TWICE! NOT MORE OR LESS. So it sits at a FOURTY FIVE, THAT's FOUR-FIVE DEGREE ANGLE.

Now what you wanna do at dis point, is delete photoshop from your PC And/OR Mac! NAH JUST FUCKIN WITH YOU!

Go to yur filter menu! Go to "blur" and click on that motion blur shit! YEAH! THAT'S WHAT YOU WANT RIGHT THERE HOMIE!

At this point, you wanna put that shit at a 45 degree angle. Again, THAT'S FOUR-FIVE. And it should leave you with a blurred top part and a sharp bottom part giving you the desired effect. SWAGGED!
